Who can do this

reconciliation:read to see it, reconciliation:import to load UWA records, reconciliation:run to compare, reconciliation:resolve to close an exception. Insights → Reconciliation.

Reconciled records feed the reports. The billing question — how many distinct vehicles are chargeable in a window — is answered by the Billable column and filter on the vehicle-access reports (Billing and the Billable column), not by a report of its own.

The dashboard's Reconciliation at a glance panel is a live view of this work: it totals every run on this page — matched, pending review and discrepancies. With no runs yet it says so rather than showing a figure. This page is where the work is done and where the per-row detail lives.
