Quarantine, triage and repair

A device that arrived damaged, or came back damaged, sits in quarantine. It does not leave on its own — somebody decides. That is what the Awaiting triage panel is for, and its subtitle says as much: "A device never leaves quarantine on its own."
The queue appears twice, deliberately. On Stock Overview it is estate-wide, filterable by contractor, by device and by arrival date, and exportable to Excel or PDF. On a contractor's Repairs tab it is the same queue cut to theirs — a Repairs tab without it would be one on which no repair could ever be started. Both hide themselves when quarantine is empty.

Send for repair requires a Fault from a fixed list — Not reading at gate, Reads intermittently, Physical damage, Cracked casing, Water damage, Chip / electronics failure, Antenna fault, Battery dead and others. The Repairer is optional.
Keeping somebody working while their device is away
The triage dialog offers a Replacement badge (or Replacement OBU) from available stock. It matters more than it looks:
The substitute is dispatched to the same holder and continues the returned device's validity, so access carries on while the original is under repair.
The replacement does not get a fresh twelve months — it inherits what was left. That is what keeps a repair from quietly extending somebody's access.
Closing the repair
Open repairs live on the Repairs tab, filterable to Open repairs or Closed repairs and searchable by device, repairer or fault.
Close repair takes the device back from the repairer.

A Cost (UGX) and a Note are both optional; a cost must be zero or more if given.
Writing a device off is irreversible and is recorded against
the person who did it. There is no separate decommission permission:
device-stock:repair is what authorises a write-off, which is worth knowing
when you grant it.
